The Cabinet Secretary may make regulations as may appear to him to be necessary or expedient for the proper carrying out of the intent and provisions of this Act, and, without prejudice to the generality of the foregoing, may make regulations respecting—(a) the supply and sale of stamps and stamped papers;(b) the persons by whom alone the supply or sale is to be conducted;(c) the duties and remuneration of those persons; and(d) electronic stamping.
