(1) Every municipal council may, with the approval of the Minister, make bylaws for preventing and abating conditions permitting or favouring the breeding of mosquitoes and flies and, generally, for the prevention of malaria and other insect-borne diseases. (2) Section 135A(2) shall apply in respect of any by-laws made under this section as it applies to by-laws may under that section.

The Minister shall have power to make rules generally for the carrying out of the purposes of this Act.
