(1) The Cabinet Secretary shall make regulations for the better carrying out of the purposes of this Act.(2) Without prejudice to the generality of subsection (1), the regulations madeunder this section shall—(a) prescribe anything that is required to be prescribed under this Act;(b) provide for passenger rights and the standards of service by air carriers including access to necessary services while on a grounded air carrier, customer complaints, notification of delays, cancellations, overbooking, baggage concerns, compensation for passengers and the right to deplane where such rights are infringed.(3) There may be annexed to a breach of the regulations made under this section a penalty of a fine not exceeding the sum of five hundred thousand shillings or imprisonment for a term not exceeding two years or both such fine and imprisonment.
